The app is designed to streamline the operations of a System Administrator. It is simply performing the job of user activation and deactivation whilst acting as your System Administrator.
This is compliant with your agreement with Salesforce as the app does not facilitate the sharing of usernames, passwords or any security credentials that may affect the safety and security of the data stored in your Salesforce org.
Additional checks-and-balances are included in the app to prevent accidental activation or deactivation by users. For example, any manual deactivation of a user immediately removes that user from automated processing until a System Administrator manually adds the user back into the automated processing sequence.
